Is there any keyboard shortcut to add a marker in arrange view ?

no, but you can set your own via Key Mapping.

And how would one do that? I got into edit Key Mapping, but I don't see an option to choose Add new locator to the key mapping.

AH, i went looking for the answer and then remembered, i already knew it and had forgotten! above the mixer in arrange view is a left arrow, SET, and a right arrow. Keymap SET (and do the arrows to so you can move really quick!) example: Key map 'Z' to left arrow 'SET' to X and the right arrow to 'C'

ah that's right, windows doesn't exist in berlin.
give us custom mapping inside the software already dammit.
