Filter/wah effect to make woosh sound

Hey everybody, I'm trying to figure out the best/easiest way to get this sound at 2:19

I tried putting an auto filter on my track and then messing with the envelope but I dont want to have the filter on all the time, just at the very end of the phrase. Is there a way to have the device know when to turn on and off??

And is there any better ways to do this than using an auto filter? What effects are you all using?
