Sweet tune, I always love hearing some progressive.
First off, really like your panning delays from the beginning, they add alot of interest in the tune. Your synths are really well designed and sound really full and lush, noice! The drums seemed to be lacking for me though, I'm not overly familiar with prog house (especially chillout) so perhaps you weren't going for huge drums. But layering your samples could add alot here, also maybe try some risers + downshifters to add some energy to the drums. This would also make them seem less random at drops (though it's not overly random to start with, just sayin) Maybe you could try some side-chained white noise for downshifters (always a sexy sounding choice)
