bug: program changes

when a clip in a scene that has a program change in it is launched the program change is sent
you press stop
you start another scene with the clip on the same track NOT having any program change info(ie none none and none) the program change from the previous clip with program change info is sent instead of just sending nothing and letting the external synth play whatever patch it's on at the time of the scene start

that's really weird behavior and pretty annoying

doesnt cause any issue when in continuous playback from scene to scene, ie a launched scene while playing will not re trigger the PC info from the previous scene, but every time you press stop and play again for whatever reason like applause, breakdown, "ading 1 beat of silence" it could call back a patch that was called 20 scenes ago if the 19 others had no PC info in them
