Blinking clips that trigger other clips- how is this done?

Hello!

I just downloaded a pack of free loops/sets I planned to use as a reference for making my own clips and I noticed that some of the clips in the pack will blink and then trigger other clips in the same track (before completing a full loop). I really like this, because it causes a lot of randomness if the clips are percussive.

Can someone tell me how the creator accomplished this? I'd love to try it with my own clips.
