Vinyl stop effect. Quickly slowing the whole track down to nothing. Probably done as post-mixdown edit, judging by the abrupt change straight after.

Logic you can draw in a pitch fade, right to zero.
Use virtual DJ software or borrow a CDJ.
Or put it in a sampler and do it with pitch envelopes or severe pitch bend.

Another option is to automate the transpose function in the envelope of a warped audio clip. You could try duplicating your (I'm assuming MIDI) track , freezing it, flattening it, and then transposing that particular clip section down very rapidly.
