Capture and insert scene

When I select clips and go to CTRL+SHIFT+I the newly created scene is empty and not loaded with selected clips, anyone
knows why? A bit confused! Thanks

Are you playing them while pressing the shortcut/ key command ?

Well I cannot play anything really, no tracks are loaded in that newly added scene. Not sure why the scene is left blank..
