Currently I can build my own drum kit by dragging new drums onto the onscreen drum pads. The sample will switch but then I lose functionality with the tune and decay controls. I am using the Ableton Session Drum packs.
Any help is greatly appreciated,

OK, I'm assuming here from the question that you're a beginner with Ableton, apologies if you already know some of this.
If you double click on a drum pad it will open out into a sample editor, caller a simpler. The tune/decay functions are in fact in here (usually it uses detune and envelope decay) and they are mapped onto the drum rack's macro controls which are the ones you normally see. Macros have the advantage that they can control several other controls at once, so you could for example control the decay time of the entire kit from one macro.
For stuff you already set up you could remap the tune and decay from the simpler to the macros using the map function. If you right click on a control in the simpler you will see "map to macro 1" etc, that will select the one you want. You would probably be looking for decay time on the volume envelope for decay and detune for the tuning. The map mode button at the top of the drum rack lets you edit the mapping once you've made it for example changing the range of the controller or even reversing it.
A better solution though for what you want would be to hot swap the sample inside the simpler which would keep all the mappings and any other setup tweaks. This can be done by dragging a new sample into the sample window in the simpler, or using the hot swap button which will appear in the bottom right of the sample window when you move your mouse over it.
By the way you can also drop synths onto drum pads to create electronic drum sounds if you want.
