It appears to be exactly the same in Live 9. Sounds like it too.

Thirdparty VSTs don't show up in Live 9beta the data and preset folders are there but not the launch VST files I have my VST folder opend in Live 9.

Nevermind just realised that VSTs only show in the Plugins menu in the browser. All is working now.
