Yeah. What were clip "Pan" (or "Track Panning") envelopes in Live 8 are now "Track Panning Modulation" envelopes in Live 9. At least, that's what clip pan envelopes become when you open a Live 8 project in Live 9. Track Panning Modulation envelopes vary the panning relative to whatever you have the track pan control set to in the mixer (which can now also be controlled by the "Track Panning" envelope.)
The modulation envelopes are hidden by default (why? I dunno. Maybe something related to Push.) and it's kind of funky to get to them. In the Envelopes pane of the Clip View, select "Mixer" in the top dropdown and "Track Panning" in the second dropdown. Then right-click in the main clip view area (the area with the audio waveform or MIDI notes) and select "Show Modulation". Now back in the 2nd dropdown in the Envelopes pane, there should be a new item named "Track Panning Modulation". That's what used to be the Pan clip envelope in Live 8.

They haven't stolen anything. They've given you the feature of absolute pan position in addition to the relative pan position you had in Live 8.
