bit rate for audio files

I am currently organizing my library and removing files I do not need. I am wondering about quality of certain files. My question is what is the lowest bit rate you would recommend for audio files? What is the best?

1411 16bit 44khz bitrate for CD to give people
3072 32bit 48khz for your own final master.

Does Bit Rate matter for acapellas like it does a song? I have some acapellas that are lower than 128kbps and they dont sound bad like a song would at that level. Should I not worry about bit rates with acapellas?
