Which Live version have you installed? The User menu wasn't available in an early version of Live 9.

If you are on the latest release: does a short press of the User button take you into User mode (to make sure it's not a broken button)?
Live 9.5 (64bit), Max 7.0.6, Windows 10, Push 2, Korg electribe2, Bass Station II, Launch Control XL, Faderfox DJ3

I'm very sure that this IS the problem. The DVD version is out of date, simple as that.

Update to the latest version and it will be fixed. The exact same issue has been mentioned here before and it was solved by updating. As a bonus you will get all the shiny new features they added since the DVD release (https://www.ableton.com/en/articles/liv ... ase-notes/).
