Vocoder/text-to-speech effect on non-pitched speech
I have heard several songs, including "Harder, Better, Faster, Stronger (Jess and Crabbe Remix)" by Daft Punk (at the end) and "This is the Hook" by BSOD, that have some cool robotic non-pitched voices, so I was wondering how one would go about achieving that. I have usually known vocoders to be associated with pitched sounds more akin to singing than to talking. I also know that there is an abundance of text-to-speech programs on the Internet, but I am not sure which ones would be more suitable for robotic-sounding speech. Which one of these would be best for this purpose...or is there something else I have overlooked?

You overlooked telling us what OS you're using.
OS X has pretty robust text-to-speech features built in.

Actually, I'm using a PC, so I'm afraid I can't do that.

On the Windows side, you can download the FL Studio demo.
The demo allows you to render anything you do. You just can't re-open anything you've saved unless you purchase.
Amongst the Speech to Text, there is also a slew of other handy tools for making fun sounds.
