I can't seem to figure this out.
I searched google but to no luck.
Is there any way to open/close the GUI of plugins inside PUSH?
Basically the function of toggling the wrench icon?

There is not. So you can stop looking.
I don't think Push was intended for screen related functions.
I personally believe it Would be a nice feature though.

You CAN do it with PXT-Live Plus. It can send keystrokes you setup for custom Live menu commands and such. You need to purchase both PXT-Live and Plus for that functionality but hey, Strays stuff is so far ahead of the curve it'll take years before Ableton catches up. That guy is a coding Mozart...

There is a way of using Bome midi translator to use USer mode midi messages as short cuts:
