if thats just one person singing then there's harmonizing and delay on it. Sounds like a tape delay of some sort (listen to the eq shift on it). I don't think you can harmonize with native Live plugins but the delay should be easy, just have an EQ or an Autofilter after the delay (on a send that is).
or you could type 'dub scrolls' in to google & download the tape delay plugins from the Interupter's Dub Scrolls site and use them, they're free and are very very good!

Search KVR for a harmonizing/pitch shift plugin, im sure there's loads about.

its the track fiddle and the drum from perfect circle
no music on the song, just singing.

it's a 3 part harmony first of all, you can tell by the inflection in the 3 voices. a harmonizer would sound more dead on.

it is a tape delay, and you can probably get the swirl with 2 phasers on the 2 higher harmonies with different settings. the very end, you can do that with autofilter with the low end cut setting
