Try out guitar rig, I have had decent results with with a few presets.

You can add a HPF filter, and put the frequency and resonance halfway between the origin and the max. Then add some reverb to the sound!

Lol another way that's really easy is to add an EQ3 and turn the LOW all the way down :)

I would use EQ 8, but really what you're doing is cutting all lows, most mid and boosting around 2-11khz. play Around a bit, the main thing with megaphones and telephones etc. is that tinny mid high sound. the rest is distance, ambience and a muffled distorted sound, IE reverb, low pass filter and distortion.
