If I map a controller to the track activator it works like expected (on-off with each button press), but mapping *the same* controller to solo/cue is buggy. I need to press the controller twice for it to go on/off.

What controller? You need switch to 'non-toggle' mode for the button for solo, as this is not really a 'toggle' button because is if affected by other button. This is correct behaviour from Live.

Not a toggle button? It's either 'on' or 'off'...
How would you map it using your BCR?

On the BCR you can set a button to be 'toggle' or 'momentary'...with toggle, you hit once - it does CC127, hit again it does CC0.
With momentary, you hit and it does CC127 then CC0 straight after.
