Just a quick question. Is it possible to do this audio effect to a live audio input in ableton? Appreciate ideas.
Its a guitar effect that chops and spurts out your guitar into a sort of sequenced, groovy, percussive sound.

yep. Some people would say to look at the Autopanner, because it can do basic gating to a timed pulse when the phase controls are set to 0%.
And that is certainly the simple drag and drop way, good for beginners.
To get good complex rhythms and complex stuff which can change throughout a song you are better off making a separate track where you program a click sound, use a rim shot in a drum rack. When you have a rhythm you like turn that click track down.
On your guitar track put a Gate device and set it's side chain input to that click track you made earlier. Now your Guitar will gate to the rhythm of the (silenced) rimshot track.
You might need a bit of experience to carry this off, if you don't understand how sidechaining works in Live for example. But that's the more advanced way if you want the gate rhythm to change in different sections of a song, off a footpedal for example.
The autofilter can behave the same way for sequenced filter effects.
