Same problem here, rather late to the party, but almost the same setup as you GdabZ....
Focusrite Scarlett 18i6, SUB37 and Minilogue, Windows 7 Pro x64, Ableton 10, all running off SSD, i7 920, 12gb RAM, tested over Focusrite midi and Steinberg Midex 8 and same issues - midi envelopes being glitchy and barely working at all on external instruments (in external instrument tracks as well as separate midi tracks)

HOWEVER, i am now up and running (as per various suggestions on this issue) if i set the ASIO buffer size in the Scarlett MixControl to 6ms, which gives a buffer size of 512 samples, input latency of 24.1ms, output latency of 35.7ms and overall latency of 59.9ms in Ableton. NOT quite ideal but better than glitchyness on the midi controllers.
I just don't get perfectly smooth envelopes if i drop below this 6ms Scarlett setting, and lose cc controller envelopes all together at 2ms (128 samples) and below.

IF you must have the latency set to 256 samples or 128 samples, I find drawing the envelopes with the brush (rather than the smooth vectors) and this seems to work convincingly, albeit time consuming and totally annoying and you have to keep zooming in to draw lots of steps.
On my system, its definitely a relationship with the buffer size and midi stream being sent out reliably (or not as the case appears to be). Perhaps when the latency is set so low, there is some anomaly that occurs in the windows processes (or threads) which stops midi controller data flowing to the midi interface properly.... Definitely one for Ableton to look into really - it just seems like something can be done but the programmers haven't delved deep into this issue yet. Maybe those smooth vectors just push too much data and aren't being divided/dumbed down enough for midi to flow easily, its mainly data values from 0-127 afterall. But alas, i do not know the inner workings of Ableton Live so who knows.
It seems too obvious to suggest its the smooth curves not being simplified quickly enough for midi controller data when the system is running at smaller buffer sizes, but ya never know.
Maybe it all stems from the drivers on the soundcard which are at fault, or maybe its the drivers or issues surrounding the motherboard's usb's (for the soundcard connectivity).
Maybe its Mrs Wacthetts fault for picking up the ring from the jewellers.
