global drum rack preset

Whenever I load up a new drum rack, the settings for any sample that I load always have the sample volume set to -12db and a velocity to volume setting of 45%. I want the default for every sample to be -18 db with a velocity to volume setting of 0%. How do I make this default setting adjustment and permanently apply it across Ableton Live?

Create a Simpler with -18 dB and Vol<Vel set to 0%, then save it as a preset in User Library > Defaults > Dropping Samples > On Drum Rack.
