is it possible to record the MIDI OUT of a live device into a clip?

Yes, more or less the same way as this:

You select the source MIDI Track and Post-FX (FX are the MIDI Effects in this case). Post-FX should be the default and not even need selecting.

Then you record as normal (arm track, press record).

A few M4L devices can create Clips with the MIDI without recording (like the paid MidiVolve Pack), but that has to be programmed by the dev inside the device.
