locator related hotkeys

There should be hot key to
a) Create Locator at the cursor line location (say, alt + L)
b) Jump to next or previous Locators [ (alt + left arrow) to go to previous locator and (alt + right arrow) to jump to next locator]
c) if there is no locator available in forward or backward direction, the command, (alt + left or Right arrow) will not work.

Configurable key commands covering a wider variety of functionality is a long-standing request. They seem only interested in crafting the existing set.
