I have a compressor on my tom and I've sidechained the kick. When I lower the threshold I hear more kick and less tom. Does this mean that threshold lowers the tom volume? And also, does the output meter raise the remaining volume of the tom that was not suppressed by the threshold. Thank you.

the threshold setting sets the sensitivity of the compressor. the lower the threshold, the sooner the compressor kicks in. compressors are usually triggered by the same sound that they are compressing. in sidechain mode, a compressor is being triggered by a different source instead.
in your example, when you lower the threshold, the compressor becomes more sensitive to the incoming kick level and compresses the toms more aggressively.
and yes, the output level adjusts the post-compressed signal.
