"Undo Change Arrange B" ???

I have some projects recently where when I goto UNDO my last change, instead I am met with "Undo Change Arrange A" (or B or C) and then I cannot undo my last action. I don't know what this "Change Arrange A/B/C" is and it seems there are MANY of layers of it, as in, I can't even undo it enough times to get back to my last action.

Does anyone know what this is?

Also is there any way to see your undo / activity history (like in Photoshop?)
