Send level very low

In Logic and protools when you send a signal from a track to a return say a reverb the level is close to the top if you raise the send level to 100%
But in Ableton I only see usually around 20% level showing on my return meter. This is with the send 100%. Is there something I am missing . I usually put a Utility plugin to raise the gain level on that return. But this does not seem right.

Did you set the effect mix in the reverb to 100% too?

Pre or post fader?

IIRC, Live can send pre or post fader. Compare to what Logic is doing.
