scene time signature changes doesn't change when it should

I have an 8/8 scene and a 7/8 scene (designated as such in the scene names.) I stuck a metronome-like clip in each (with different downbeat sounds for purposes of diagnosis.) Regardless of how I set the follow actions and various quantization settings (but mostly one measure), I get extra beats (usually two from the scene I just left) when I transition between the two scenes OR between the two clips. Ideas?

Changing the Scene's time sig also alters the Action Time so you need to change the Action Time too (it'll jump to e.g. 1.1.0 so change it back to 1.0.0 for it to work as you expect it to)
