Just thought I'd post a trick I ran across for placing locators very precisely for the purpose of lining up sounds with video. To do this with the scrub area in the arrangement is a little awkward because the video keeps moving, and when you release the scrub the video keeps playing so it's hard to get frame resolution.
If you create a MIDI track and insert a note, then hold that note with the mouse and slide it from left to right, the video scrubs perfectly, with the note-on as the scrub point. when you release the mouse, the insertion point in the arrangement will be left at the note-on position. you can then right-click in the scrub area just above the insertion point and create a locator; it will snap to the locator position. (grid should be off in the arrangement and MIDI track when you do this, otherwise the locator will be quantized to the grid instead.)
