I've noticed that if you group a vst fx and then assign parameters you have set to macros, when you go back into the actual vst and adjust a parameter that has been mapped to a group slider then to a macro parameter it doesn't update the macros, so if tweaking the vst itself all those changes are not saved, so when you reopen your track it defaults to the macros not the changes you made on the vst.
The macro then overrides the actual vst parameters, they are not talking to each other both ways, the macro will control the vst parameter but the vst parameter cannot talk back to the macro, this is really annoying that they only sync up one way.
When you assign a ableton live device to a macro it greys out the parameter so you can't use it on the actual device, so that avoids the problem, but it obviously can't do this on 3rd party vsts.
Is this a bug?

Not a bug, but probably something that could be improved.
The VST parameters found in the "Configure" area are bi-directional, but it's not the case when these parameters are then mapped to a Macro.
As a rule of thumb, when a VST parameter is macro mapped, always control it from the macro.
