is there any possible setup that makes possible pressing CTRL + F only look at the user library?
i usually use always the same tools, and when searching for a plugin by its name, a lot of stuff that is not related are shown in the results. sometimes using the down arrow key to select the desired plugin fires a sample because it is also in the list

Shot answer is no.
But if you're always searching for and using the same devices/content, then sorting them by rank should sort you up.

i have it already sorted by rank but the behaviour is odd. some devices that has a high rank sometimes doesn't appear at the top of the results, and i don't get why this happens

Does this help:
Filter for Creator|User on All, then CMD+f, this will only show you user files.
