Using the Chord Midi Effect for progression

Out of curiosity I thought I migh be able to use the Chord midi effect in such a way that I could create a basic chord progression for a particular scale. Is there any way in which this can be done?

Add a scale effect after the chord effect. This nudges the out-of-scale notes back in place.
