Audio Takeover Problems

I have this wired audio problem which I can't find a way to resolve. Perhaps somebody has some solution.

My hardware is: BEHRINGER UMC-404 + External Studio Speakers
I also have set of PC speakers connected to the audio jack on the MoBo
SOFTWARE: Win10/Pro, Live12.1+

Every time I open Live12 and use the program takes over my sound completely. That is when I try to play some audio, video thrtough the browser, media player, video editing software etc it is impossible. But there is even more. After I close LIVE my browsers still cannot play video, until I restart computer. At times the sound comes back to the browser and sometimes it does not (until I reboot).

In the meantime when I select my speaker audio settings and change it to the PC speakers it all works fine. I am planning however to get rid of the PC speakers and I am also sick and tired jugling the audio settins all the time.

It got to the point that when I open Filmora (prgoram) and try to edit video but LIVE is running, the video will not play at all, sound will not play as well.
I know Windows sound management sucks for years. It is simply below any expecation. Microsoft is doing super poor job in improving it, they're only interested in spying :-( !

At times it is enough to restrt the browser for the sound to come back, but at other times I have to restart entire PC.
I do not use any internal sound cards (only on-board audio) + my Begringer interface. Not sure if the Behringer driver might be responsible for this mess or not, but I doubt.

I wonder if there is any permanent solution to this, because rebooting so often is a nightmare.

Today , while having Ableton opened, I opened AUDACITY and tried to play a clip. IT WILL NOT PLAY. The playhead will not move. Looks like this is the same symptop I described with the video softweare. I searched in the sound settings to figure out what makes ABLETON taking over the sound completely and still cannot find it. I think , one time in the past I have seen some setting win Windows10 with an option to gran(or not) exclusive access to the sound TO certain application. Unfortunately I cannot find this...
