and I'm wondering what are inter-sample peaks?

Short answer is that the converters can overshoot when the samples are hitting 0 dBFS and clipping is the result.0 dBFS (the supposed ceiling in digital audio) isn’t always the true limit. Intersample peaks occur when the analog signal, after digital conversion, exceeds the digital maximum.
