This issue is blocking me from using Korg WaveState Native properly in Live 11.3.11. I asked Korg support for advice, and all they could suggest is to use a different DAW.
The lack of MIDI channels 2-16 has also been a recurring issue for me. There are lots of forum posts about it, and its gone unfixed for a very long time.

with my hand on beta, I can say that it doesn't seem to be fixed, unfortunately.

Hi everyone,
I have the same problem with program changes and VST3 and this is going to make my projects soon obsolete because AFAIK Steinberg is not allowing companies to release VST2 versions of their plugins anymore.
Ableton please help. I wouldn't mind paying the upgrade to version 12 just for this.

The lack of program change in VST3 is incredible
In a DAW named LIVE by the way.
They focus on minor sides of the app and lose focus on what is really basic anc important.

MIDI Program Change is a feature of Live and should work (regardless VST2 or VST3) as it is advertised and documented:

But it does not work with VST3. Support told me, I get informed, when it is implemented. I`m on Live 11 (Win10) and I don`t believe, there will be an update for 11 on this. +1 ~ program change does not update plugin presets *in my case, trying to select snapshots in Reaktor6 plugin with Live12
It works perfectly fine when I do this with Reaper (and I'm told Logic works fine as well..)
Pretty severe issue.. I hope it gets resolved soon ~ my live sets depend on this.

one side note
for those struggling with this issue using Reaktor plugin (or I suppose, any other VST3 that can be run in stand alone...)
You can (sort of) work around it by running Reaktor in stand alone..
and using loopMIDI (https://www.tobias-erichsen.de/software/loopmidi.html) to bridge Ableton's MIDI output to Reaktor's MIDI input, and select presets/snapshots that way.. seems to do the trick for the meantime..
though that opens up another can'o'worms by putting Reaktor's audio out from under Ableton's umbrella
another workaround is to load up multiples (one for every preset you wish to select from) into an Instrument Rack

but.. that's a whole lotta setup for what really should just be a simple rudimentary capability (program change message to plugin)

Seems to be fixed in 12.2 latest beta (tested with Chromaphone VST3, prg changes work as expected now)
