can’t set start time in time ruler (arrangement view bug?)

in the arrangement view when I try to set a start time on the menu by right clicking on any locator, nothing happens. The start time remains fixed at the default position (00:00:00). This issue occurs in both Live 12.2.5 and the latest beta version (12.3.b12) on Windows 11.
