Does anyone recognise which max device could be killing the undo?
M4L devices in session:
fx: NTPD2, NTPD, Pomodoro, Cartographer, Swatches, BoP, Rolling Sampler, ClipGain 2.0, Elephant Filter, LFO, Convolution Reverb Pro
instruments: Superberry
assuming its a max for live device that is

You'll have to try by removing starting without any of them and adding them one by one.
You can probably right away exclude the ones that don't do anything to clips and/or "media files".

found the issue
The micro action was being added to the undo list whenever I switched focus away to another application away and then back to Ableton. Once it was added, the undo actions previous to it could not be accessed.
One track had a max midi device that could not found. If I deleted or replaced this orphaned max device, the issue stopped.
