More Global Launch Quantization Options

Global launch quantization is limited when working with not that unusual time signatures.

I have a latin beat in 12/8 and to have the launch quantization set to a quarter of a bar, you have to do a workaround (like set the global time signature to 4/4 and set quantization to 1 quarter note instead).

It would be nice if global launch quantization allowed any time interval (so I could set it to a dotted quarter in the example above).

So the tempo is actually the right tempo, so we can use tap tempo, and set the metronome in a usable way.
