I've had some of the same echoing problems and glitches, after programming Ableton into the BCR and back again it worked itself out. Odd.
The BCR learn function works, I've only noticed Ableton not sending MIDI, not the BCR not getting it.
Latency isn't an issue, but the 'MIDI echoing effect' can feel like latency.
The supplied software doesn't work so great, but programming it via hand is fine. I've also tried BCFRedit.exe, a user developed program with not much more success.
Re: USB power... With 15 Leds on 25 encoders plus 28 button LEDS plus the LCD, thats' more than 400 LEDs to powerup... that's a lot of power, at 5mA (a VERY low current draw for an LED) that's 2 amps on LEDs alone (worst case scenario)... I don't know the USB power spec but I'm sure it's not rated at 2+ Amps. Basically, you can't have that many LEDs on a USB powered device.

why not use usb????
imho you're better off useing midi mapping in ableton then using midi learn on the BCR
check out the presets for mackie emulation mode
