it's your soundcard latency you're experiencing. in preferences>audio you can lower the soundcard buffer. the lower you get, the more cpu you'll consume and at some point, audio playback will begin to click, pop,... this is the point where you have gone over your hardware's limits. it takes time to get sound in your computer, have it processed, and let it come out again. the better your soundcard, the lower the latency
check the manual on how to set up your latency settings. there is a lesson in the Live install covering this.
you also could see whether your soundcard has a live monitoring option. but you won't hear the fx you have on your computer. it's just the incoming sound going directly out again.
if you're on a pc and don't have a dedicated soundcard, look for 'asio4all' drivers, which will enable you to have an acceptable latency. if you're on mac, you should get low enough latency with the onboard sound.
