Is it true? Could I theoretically download sound bytes from this site and sample without needing clearance? Also, If I used video snipets from this site, would I be able to say... Play the video clips at a show, and broadcast it on my website??? I am looking for good public domain sites, and my friend and copartner in crime recommended this site.

Yeah, you can. You have to watch the license agreement on each item. Some are restricted and some not. And check out my podcast while you're there: RadioTinnitus (one word)
