Midi Remote Transport Not assignable. PLAY/REC/STOP

Can anyone tell me why?
I have not been able to change my transport to a midi controller for remote use.
All of the other buttons faders etc..are changeble by selcting ,then moving the midi key. The transport along with a few others do not activate or confirm.
I have tried on a M-AUDIO/OZONIC and my EDIROL/PCR-30. Both work great for everting else but transport. I can also hilight Keystrokes and then assign transport but no Midi remote. I have done all of the activations in MIDI/Sync /Preferences . Is there something I have missed?
