CPU meter discrepancy?

The Live cpu meter is showing an average of 25% usage, but when I view the computer's cpu usage in task manager (windows xp), the cpu average use is about 65%. Is anyone else experiencing this discrepancy?

yea, same on my imac, something i noticed and also was discussed here, can't rememeber when...someone gave an intelligent explanation for it, it wasn't me.
