Ok so I got an effect I need to know what it is.............
If you are going to be doing a lot if this kind of stuff with realy whacked out dnb style breaks check out GURU from FXpansion, you can whip stuff like this up in no time, it has a repeat and move sample start function that will let you make things like this like a piece of cake, you draw in your pattern, then you can draw in curves over your patterns to control sample start and repeat for each 16th note, turn up res/filter/pan/tune/sample offset and tons of other stuff.

Right Im obviously stupid I have tried everything people have said and it sounds wrong.....

i couldn't hear the file you posted but ah reckon.......
beat repeat.
punch the repeat over ride button in and out when you want a roll set it to insert mix mode
Set it to 0% chance and then you can moduate the grid setting to create different roils and repeats better than repeating the same roll every time
otherwise,
try the free "bouncy' vst delay plug in for random drum effect shit...get your controller envelopes on the delay time....you'll probably find that the effect you were trying to create will be an afterthought once you modulate delay times on snares n shit....I've busted ma balls trying to re-create shit and to be honest it's just done ma fcking head in but i get where you're coming from
this gives me a chance to say much repsect to all who take time to develop free plug ins....truly fcking greatful to all

GURU and the freebies are cool. If you do have some cash to spend and you don't want to spend too much, you can get EnergyXT for i believe 50 bucks (it's about $46). If you haven't checked it out, it is a full fledged modular DAW and it also has a "composer" feature which let's you do the effect you are after in a very easy fasion.
Just open the midi editor for the drum track, select the notes you want to compose, go to options, select "Show Composer" and you'll see a pull down menu. Select Slice Notes, enter the amount of slices you want....done.
There's other cool stuff you can do with the composer feature as well like randomize notes. Good stuff for IDM and/or DnB.

I would try...
1) try faster snare roll...if 1/64 was not fast enough, go faster....it depends on the tempo.
2) Figure out the snare roll without the delay effect first. You can get the snare roll sound without delay. Instead of delay, try a flanger, but only after you've got the snare roll down.
3) Try dropping the volume of each snare hit of the roll, so that you get a nice decay. You might also pitch the snare up as well.
I usually do this kind of effect with audio, not midi. I'll take a recording of the Amen, pitch it up, and use Ctrl+D to Duplicate 1/64th chunks of the snare, with volume automation, to get the effect.
