How do i draw tempo change on a midi or a wave file?thx.

Look up tempo change in the index of your manual.
Here's a hint, p 220-221, 111-112

Unless you are talking about trying to control the tempo of clips independent from one another; that is not possible to my knowledge.
You can double or half time the tempo of individual clps but thats all.

In arrangement view can i have tracks with different tempos?

no, it would be cool though, you could automate the tempo for individual tracks and record their output and arrange that, a lot of work, but it may be worth it?
