Add effects but keep them turned off until you need them to process sound. Look at the "power button" in the top-left corner of the effect window. Or adjust the dry/wet ratio appropriately (e.g. wet at 0% until you need the full effect and then move to 100%).

How do you drag an effect into place without it being switched on by default?

You can't. But:
1. You can mute the track before inserting the effect; or,
2. Insert the effect into a Send channel that is not receiving any input signal, then dial up the signal in the clip track

Put in a feature request. I'd like to see some way to add effects without glitches, but its up to Ableton to fix this.
