Remote SL - program change only when track is on record?

track monitor set to auto
make a midi track with a midi vst in it
select the vst for automapping
set the SL to send program changes
hit record on the track, you can actually record midi or not
change programs via the SL, it works.
turn off track record and you can't change programs.

bug or midi routing thingamahoozy?
