hmm...Some midi notes being skipped/passed over?

Ok....

Wot I'm trying to do:
- control external gear with midi clips in Live

History:
- I found that I can't send PC messages from Live, because a repeat message (i.e. clip fires PC5, next clip fires PC5) is not sent.
- as a workaround I'm writing midi notes into the clips and translating them to PC messages in MidiPipe

New Problem:
- in general this works...EXECPT....occasionally, a midi note will get passed over/skipped/ignored....
- usually seems to happen if there is a note right on the downbeat

WHAT is going on now? Anyone else encounter this?
