Midi effect: VST or AU ?

as far as you know, are there any VST or (better) AU plugins that generate only MIDI data, like live midi effects ?
can it be possible using these plugins technologies ?

Yes, both formats support this.
I know there are step sequencers, etc (Search google).

i'm asking this because i can only find step sequencers and others, that act only as a midi device and no plugins.
i'm searching info for a software project i would like to develope, and i would like my midi bridge application to slave to the host tempo.
with an audio unit or vst plugin it would seem rather easy to implement, if it is possible.
