volume of clips

Hi

Is there a way to independently set the volume of clips other than using the pencil and drawing the volume lines and dots?

yeah its the big slider on the audio clip marked VOLUME

Here's a general tip for drawing envelopes free-hand - With pencil mode activated (Cmd + B) start drawing an envelope (should be steps at this point, press Apple + 1 or 2 to zoom in or out on the grid)... once you are drawing hold down Apple (Cmd) and you should start drawing freehand. It's still a little blocky, but you can get some good curves out of it!

how can one master all their clips so they have the same level?
Normalize?

You need to do it manually with a level meter, I recommend the freebie "Inspector" by RND.
