other-program sound routing plugin?

Are there any plugins that allow you to set the 'in' line of a clip as streaming the live audio from another program you have running simultaneously? If not, wouldnt that be a great plugin to make?

I believe you could use a program called jackosx for that, but I'm not sure if there is a pc version.

on pc theres a thing called VAC (virtual audio cables) [http://www.ntonyx.com] but i've never tried it myself...
