I'm not 100% sure if this is a bug on Live's part. Could be the fault of the Virus TI, but I'm leaning towards it being Live's fault.
I recorded an audio file to demonstrate the latency with TI in Live 6.07 vs Sonar 6.2. Audio interface is M-audio Audiophile 24/96 with buffer setting of 128. Plug-in Buffer Size set to "as audio buffer" in Live. Virus connected via USB only
For the test I added an instance of TI and Augur to Sonar and Live then recorded the ouput of both Vsts being played simultaneously via midi keyboard. First 8 bars is Sonar, 2nd 8 bars is Live.
You can clearly hear the TI's extra latency in the 2nd passage.

I've also tried this test with the TI in Reaper and in PT 7.3 (TI wrapped by Fxpansions VST-RTAS).

when working with a virus, especially with complex multipart stuff, you should try using the analog outs to decrease latency. you will also be more flexible in terms of routing.
